How you can benefit

  • Cost savings for members through collaborative spend savings and reduced administrative costs
  • Time-saving as there is no need to carry out a full procurement process and call-offs allow for reduced timescales between identifying a need and fulfilling it
  • Proven legal compliance
  • Negotiated terms that suit our customers' needs and pro-forma contracts reduce the amount of time and legal input needed from members
  • Flexibility through the use of direct award to first ranked suppliers on certain frameworks or mini-competition for DPSs or more complex or larger requirements

New Procurement Act 2023

The Cabinet Office has confirmed that it is working towards the launch of the new Procurement Act 2023 on Monday 24 February 2025.

All Jisc procurements starting after Monday 24 February 2025 will run under the new act. The current rules will continue to apply to contracts that are already in progress, including any call-offs from established frameworks or dynamic purchasing systems (DPS). These will continue to run under the current regime until the termination date of the specific arrangement.

All suppliers to public sector organisations will need to register on the government’s new central digital platform once this platform is launched. A range of information and resources about the new regime is already available on gov.uk.

We are now thinking about our forward pipelines and new flexible approaches. We would be keen to discuss our preparations and timelines with you. You can reach us at procurement@jisc.ac.uk.

If you would like to discuss any aspect of the new act, there is a dedicated transforming public procurement helpdesk at procurement.reform@cabinetoffice.gov.uk.

Help and advice

Find out more about how frameworks, DPS and procurement can help you.

What is a framework?

A framework is an ‘umbrella’ agreement with one or more suppliers for the purchase of goods or services that institutions are able to use.

What is a DPS?

A dynamic purchasing system (DPS) is a procedure available for contracts for works, services and goods commonly available on the market. As a procurement tool, it has some aspects that are similar to an electronic framework agreement, but where new suppliers can join at any time.

What is procurement?

Procurement is the process of acquiring goods and services, from an external source. The process spans the whole lifecycle from identification of needs, through to the end of a works or services contract. Find out more about procurement and supplier management at Jisc.
